PARAPHRASE

TELEGRAM. The Governor of HongKong to the Secretary of State

for the Colonies.

(Received Colonial Office 9.15 p.m.12th December, 1914)

December 12th.

United States Consul General has asked me

whether rubber consigned to the United States from

neutral countries such as Dutch possessions and the

Philippine Islanda will be interfered with in

HongKong firstly if it is transshipped here and

secondly if it goes through without transshipment.

I have returned a non-committal reply.

Should such rubber be allowed to pass and

if so may United States Consul General be given

assurances that this policy will not be altered

without notice and that shipments made before notice will be allowed to pass?

It is probable that the rubber will be sent

by other routes if this permission is refused.
